Yeah, I'm also having this issue as well, it's a fresh install of my game since I got a new computer and my PC meets the game requirements. 

I took all the mods out and am still getting this error, I've also traveled with my sim, that didn't work either.

@AfroDite26 Who proposed for you , active Sim or NPC ?

Did you start a new save with the fresh install ?

    NPC. 

    I deleted the old save, repaired the game, and I'm currently trying with a fresh save. I'll let you know how it goes.

    So the bug is still an issue but here's the thing I've noticed. 

    • It happens with Not-in-World NPC's that are werewolves. I tried with other families in other worlds and this wasn't an issue. 
    • The UI doesn't freeze it just doesn't let you validate the move and automatically close like it usually does. The OK button is stuck
    • Current workaround: have sims move out with the Not in World NPC and it'll take you to the manage world menu and move back in.

      I have also this bug but it does not only apply to werewolves npc. Its happening to Bonehilda and one of my spellcaster. I cant remember wich one call my sims to know what they should do, either propose, do what you want or dont propose options... I believe at the time I said propose and when I came back to my spellcaster, and tried to marry him to her, I got that blank planning UI.
