My sims are completely blacked out / shadow people

What expansions, game packs, and stuff packs do you have installed? all of them
Steps: How can we find the bug ourselves? Fresh game, new game, create a sim and it's instantly blacked out
What happens when the bug occurs? I can not see any sims, both new and in my library.
What do you expect to see? sims
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I hadn't played in a few months so downloaded oasis kit on wards (interior decorating and country living were after oasis springs).
Prior to the installation everything was working perfectly normal, however now I get nothing but shadow sims.
- As it was a new update of so many packs I had already started the game with nothing in my mod folders so this isn't a mod issue.
- I looked at past bugs similar and came across this back in 2017: Solved: Revenge of the Shadow People on Sims 4 after the November 7th update - Answer HQ (ea.com)
- I followed this advice, reset my game from factory settings and still got shadow people so I spent the better part of the past few days reinstalling the entire game and same deal nothing but shadow sims.
- repaired game, no change, still shadow sims
So I'm lost as to what to do next, would love to play since it's been forever, do not care about old save files as I was planning on starting fresh.
