In your first screenshot the chrysanthemums are out of season. I'm assuming that's not the issue.
Since Eco Living, plants have been behaving oddly. I don't have an answer to your problem, but here's a list of things I've tried with some success. In no particular order.
Repair or reset your game.
Save. Travel to another lot. Go home and check your plants.
Put your plants in the household inventory. Travel. Go home and put your plants back.
Play with a different household. Go back and check your plants.
Having Bees seems to help.
Using fish for fertilizer seems to help, but I wonder if this is just related to traveling to other lots in order to fish.
Mostly, for the sake of my own sanity, I just ignore the state of my plants. I continue to tend them as needed and they eventually grow as they should.
The quality of the plants seems to fluctuate inexplicably. I'm guessing this has to do with fluctuations in the eco states. I'm also guessing this may be intended. I'm learning to live with it, but it can be frustrating.
