I can only see the way around this problem.
Move your girl back to her parents . Next, delete localthumbcache.package file from the game folder in Documents.Fix the game on Origin. , Next once more move her out. On the occasion take these carrier unlocks to her new home.Fortunately, you can now put an easels into her personal inventory
There is a chance that the bug will disappear.

@kreatoraI did what you said and she received her level 5 painter career unlock in her own family inventory however there was no way to put the other painter career unlocks into her inventory so they're still at her original families house. She also has the easel, but I believe that appeared in her personal inventory when it got unlocked. So painter career unlocks 2 and 3 are at the other house. I can always get them through the buy mode so it's not that big of a deal, but it sure was weird.

My advice:
1. You save the house in your library
2. You add Sim's back to the family.
3. You bring the whole family out of this house (do not sell your belongings).
4. You enter your family on an empty plot.
5. Enter the construction mode, and there are inventory in the family.
6. Delete everything, except prizes related to promotions.
7. In city mode - in the Family management panel, separate all family members from your Sim - leave him on that plot, and then his prizes will be left.)
8. From the Library, download the house and place it on an old plot - enter the rest of the family there.
9. Enter the active sima on a residential plot.
10. Now fix the game on Origin.
11. Check if there has been an improvement.
10. Always save the game according to the "Save as" option.

did this happen to you more than once ?
I'm going to tag it as needs input for now to see if others have this as well.
It does seem easily solvable since you said the items did unlock for your Sim and it was just the the actual items.
@crinrict this was the first time it happened to me, but I couldn’t find anything about it online so I’m not sure if it’s happened to someone else. It did seem to get fixed when I repaired my game though the items that were previously unlocked are still in the other families inventory. Just a weird bug, but not game breaking.
