My advice:
1. You save the house in your library
2. You add Sim's back to the family.
3. You bring the whole family out of this house (do not sell your belongings).
4. You enter your family on an empty plot.
5. Enter the construction mode, and there are inventory in the family.
6. Delete everything, except prizes related to promotions.
7. In city mode - in the Family management panel, separate all family members from your Sim - leave him on that plot, and then his prizes will be left.)
8. From the Library, download the house and place it on an old plot - enter the rest of the family there.
9. Enter the active sima on a residential plot.
10. Now fix the game on Origin.
11. Check if there has been an improvement.
10. Always save the game according to the "Save as" option.

did this happen to you more than once ?
I'm going to tag it as needs input for now to see if others have this as well.
It does seem easily solvable since you said the items did unlock for your Sim and it was just the the actual items.

@crinrict this was the first time it happened to me, but I couldn’t find anything about it online so I’m not sure if it’s happened to someone else. It did seem to get fixed when I repaired my game though the items that were previously unlocked are still in the other families inventory. Just a weird bug, but not game breaking.

One time bugs are usually hard to repro/fix unfortunately.
