I have exactly this problem (2022-02-02). I get the option to override or save as new lot, but neither option works. Did you solve it?
Troubleshooting I've done so far: removed/disabled mods, tried repairing the game and removed cache files. Saving lots to my private gallery worked fine until yesterday.

Me too, I thought I was overriding and now i had like 5 public copies of one lot and had to delete, which sucks cus people downloaded in each of them >=0

Strange thing is that this happens to me only with downloaded plots from the gallery. And I also noticed that it makes a difference whether you download it right into the game or save it to your private library first BEFORE placing it into the game.
Example:
Say I want to place a new lot in NewCrest. I chose an empty lot and click on the build button. Once the empty lot is loaded, I open the Gallery to find a nice house to download directly without saving it to my private library first. I do my changes and AFTER that I upload it to my library. If I do it this way, the game will remember the plot on the next visit and changes made after placing, the game will ask if you want to override the already exsisting uploaded lot.
BUT if I'm in world view mode and open the Gallery from there to find a plot to save it to my library first and then load an empty lot to place the saved lot from my library instead and not from the public Gallery, then the game will forget the already saved lot in my library. You can then do changes to the lot as much as you want on each game reload, the game will always forget that it is already uploaded and will NOT ask you if you want to override, but just upload a new copy. I tested this behavior a few times now and I hope that what I wrote makes sense to someone.
