[NEEDS INPUT] Locked front door, fire burns forever & cannot be extinguished

Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? n/a
What expansions, game packs, and stuff packs do you have installed? GTW, CL, Parenthood, Laundry, Cool Kitchen
Steps: How can we find the bug ourselves? 1. Have a house with a single door, locked to Disallow Everyone. 2. Have a Sim on one side of the door.. 3. Have a fire start or spread to a location on the other side of the door 4. Sim cannot get through to door to extinguish fire, cannot unlock door due to fire, cannot move or delete in Build due to fire.
What happens when the bug occurs? When there is a locked door in between a Sim and a fire, they cannot get there to extinguish it. Doors cannot be unlocked due to the fire on the lot, and Build mode is also off-limits so no walls can be torn down to provide a route or move the Sim in Build mode. The fire has to burn itself out and the Sims can't do anything.
What do you expect to see? A fire burning normally, Sims standing unable to put it out. Clicking on any doors to unlock them does nothing, as does trying to access Build mode.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

It's not a coding error, just an oversight. The combination of the location of the fire and the actions disabled due to the fire make it impossible to extinguish. It should be possible for Sims to lock/unlock doors during a fire to prevent this happening, or some other workaround to prevent endless fires.

My sims are just locked inside the house, unable to get out, while the fire burns up the lot square by square.

Edit: Shift-clicking cannot be used to 'Teleport here', shift-clicking anywhere outside only brings up the same 'action not allowed, fire on the lot' message.
