I have Sims living in Newcrest and their ponds have NO animated/jumping fish. So I don't know what you are testing to be hunest.
I discussed this animation fish problem a long while ago with a creator from MTS who unlocked the fishing EA pond which is the one I'm actually using. At first I thought it was his pond who stopped working after the season patch, but after allot of tests in Newcrest placeing the same house with his pond and EA's pond, I found out that it is not his unlocked pond. Both ponds do not work in Newcrest. I have this test-lot with pond placed in Willow Creek on community lots as well as in home lots, and there it is working just fine. But in Newcrest no animated jumping, visible fish. Also the EA fishing signs do not work on my Sim or community lots in Newcrest, but do work in Willow Creek. I hope I made my self clear enough now.
