[NEEDS INPUT] Placed Library Lots Disappear In Worlds/ Can't add new building

What expansions, game packs, and stuff packs do you have installed? All
Steps: How can we find the bug ourselves? Load up the game with any lots, commercial or residential placed from your library.
What happens when the bug occurs? There is an empty lot with a tag stating what used to be there - but the actual building is gone. Replacing the building does nothing, as it is gone the next time you load the game.
What do you expect to see? The lots I placed to be where they should be.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Added a couple of images to show what I'm talking about. Also often receive a never-ending building screen when attempting to replace them.
