@Annabelli_22 I am happy to test your issue to see if it can be replicated but would like to clarify so I can understand what you have done.
From your picture it appears this is the 20x15 Comfy Cubey lot in Newcrest.
Did your Sim move into the empty lot?
Was there already a house there when you placed one from the gallery?
What was to value of the existing house (if there was one) compared to the one from the gallery?
It was a new sim/new save.
It was an empty lot, so no there was no house on the lot before.
so the value was only lot value.
I tried it myself in both New crest, brindleton bay and in strangerville. (all empty lots, and sims with only the starter budget/unplayed)
lot sizes I tried were 20x15, 20x20, 30x20.

Also, I used full builds, and there were items that would 'fall off' the lot because the lot I was placing it on was too small.
I used different builds to place as well.

All of this additional information is very helpful. My test was with bigger lots of my own but not enough things that would fall off the edge.

New save
Empty 20x 15 lot
DL 30x20 lot with some hang over
Placed - hit undo - place again.That time it worked!
I think I missed the "undo" step before.
