    This wasn't an intentional design choice, just a miss, I'd call this a legit bug. Thanks for the report! 🙂

Dine Out patio heaters have always worked with Seasons to warm Sims when they get cold. While I haven't been able to reproduce this yet, DO heaters not warming Sims is a bug

@NZsimm3r Maybe it doesn't work because the outdoor temperature is too cold.
