[NEEDS INPUT] [SV] Infected sims in Strangerville can't be vaccinated

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? Not sure, can't check atm
What expansions, game packs, and stuff packs do you have installed? All except My First Pet Stuff
Steps: How can we find the bug ourselves? Play through the Strangerville mystery
What happens when the bug occurs? At the stage where my sim is supposed to try the experimental vaccine on infected sims, I went to the library lot to find some infected sims. Although the sims were clearly infected (only the Try to talk option was available), the option to try vaccine was greyed out and it said the vaccination can only be tested on infected sims. After reloading into the lot again the issue disappeared. I tried it twice with two different sims and it happened both times.
What do you expect to see? The option to try experimental vaccines on infected sims.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure 

I haven't played Strangerville in a long time so I'm not sure when this problem has first appeared. I just started a completely new save file and wanted to play through the mystery quickly to get Strangerville back to normal. I tested this twice, the first time in a new save and the second time after reviving the mother plant in the same save. The issue occurred both times, but was quickly fixed after reloading the lot. I ran into about 2-3 infected sims on both tries and this issue showed up on all of them.

    Repaired my game in Origin, but it didn't help.

    I went full Sherlock on this and it seems the issue might be connected to spawning infected townies. All normal townies spawn right at the library, whereas all infected townies spawn at the end of the map and walk to the active lot. When I reloaded the map so that the infected townies were possible to vaccinate, they all spawned in the same spot as the regular non-infected townies. However I might be completely wrong about this and it might just be a coincidence :D

    @Bnibuilds I run all my sims through the Strangerville aspiration. There are 2 different vaccines. One for throwing on the infected and one for vaccinating the sims that fight the mother plant. So the obvious question to me is are you using the experimental vaccine on the infected or are you trying to use the final vaccine? I haven't ever tried to use the final vaccine on the infected so I have no idea what happens when you do.

    Though, the thing you said about where they are spawning is different in my game.  All of the sim types that show up in Strangerville spawn at all 3 spawn locations in my game. Doesn't matter if they are infected, Military Personnel, Scientists, Conspiracy Theorists or just regular walkbys.  

    When I run a household through that aspiration, I save all kinds of things for the next time (keycard, evidence, compiled evidence, spore scanner, etc). And found that, the first time you need to do things in the original order. After that though, you don't. You can skip testing the experimental vaccine altogether if you have some left over from a previous run. And there is an exploit on both vaccines.

    Spellcasters can copypasto both vaccines.  But you have to be on your home lot to do it.
