did you test a fresh save as well after removing your mods to see if it's connected to your save game or a general issue ?
Yes, I did a fresh save and the issue still persisted in both of households that I tested and screenshot.

seems this isn't a general issue.
Did you re-use the same Sims in your new save ?
Did you just remove the mods folder or did a complete factory reset on the user folder ?
If not try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199
You won't loose anything. Just make sure to not delete any files and make a backup.
Try on a new game with nothing added back first (start new game with a new Sim). If it works, put back your save game and try again. If it still works, you can start putting stuff back.
- Options.ini (or just re-set all your settings manually)
- Tray Folder
- Screenshots/Videos/Custom music
- Rest of the save games (leave out slot_00000001.save which is the autosave)
- Custom content like clothing, hair, skins, make up ....
- Mods (one by one, making sure they all still work)
The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.

I did use the same sims in a new save. I added them to my library from my old save and then made a new save.
I moved all of my mods out of my mods folder but did not move the folder itself.
Didn’t know resetting the user folder was a thing. I will try that, and making completely new sims as well, and see how it goes.

If it works with a new Sim, test the old ones again. If those still not work, please upload them to the gallery so I can do a test with those.
