Steps: How can we find the bug ourselves? Give a beagle smart, couch Potato, and loyal traits. I think couch potato is the biggest problem, but unsure. Her energy will be critically low all the time (I think this is the issue), so she will wait to eat until the warning for her to be taken away comes up.
What happens when the bug occurs? This mostly seems to happen after giving her attention, but could be a coincidence. She will go to her food bowl, and either fall asleep in front of it, or reach it just in time for the pet care worker to take her away. Even when she does eat everything else tends to stay in the red.
What do you expect to see? Make it so dogs, especially those with couch potato trait, take better care of their hunger and other needs. Couch potato should happen after her needs are taken care of. So maybe rather than causing increased energy drain, allow them to sleep for fun. Or at the very least, have them prioritize hunger over energy.
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Update 1:
Weird update. Dog ate until it didn't need to be taken away anymore, so the pet care worker stopped taking her away (as far as I can tell). However, he is acting like a guest that I can't interact with. So he entered my home, took some food, played on my computer, and preventing me from building or saving my game. I'll update again if/when he leaves.
Update 2: At night time, the worker left. Dog stayed, but still wasn't doing anything. I went to build mode and placed an object on her, which reset her. Then it went into rescue mode again and she was taken away.

The dog will usually eat when I tell it to. The bug is more in its own ability to meet its needs. Even when it does eat, the dog is almost always in the red unless I am constantly asking what it wants.

I have exactly this issue! I got a message that my dog was starving. However there was food. Then right on time the dog went to eat by itself. I have a household with two small dogs, but only one of the two waits until they're almost starving to go eat. Unless the other one does it too and I just haven't noticed...

I've got this now too on Xbox series S since the last update September 2021. I've got a cat and dog, both rescues, fed each morning by the sim calling them to bowls. The cat often won't finish her food and has to be told again. In the middle of the night the pets both become starving even with automated bowls full of food set on 3 hour refills. Today I got an exclamation point pop up on the dog's picture and a message saying "your pet needs you" then a notification she might be taken away.
The dog's mood drops really rapidly and every 2 days she tries to run away, but the gate is locked to prevent her getting out. The cat gets moody and starving too but they have food, treats, attention. There are issues with them unable to go potty too without being told and having indoor accidents but I'm looking for another open thread on that.
I'm switching Sims after this mess to see if it continues with a new household.

I’m having this exact issue, and not just with animals in my household. I have a lot that’s open to stray cats and dogs and they complain about empty bowls too, when both of my pet bowls are completely full, and almost none of them actually choose to go eat on their own.
I’ve also noticed that the bowl refill machines don’t work either. I’ve tried everything, from setting them in build mode and leaving them alone, to trying to schedule a refill time. I just end up having to manually refill the bowl. I have so many pets, this is becoming more cumbersome than infants!
