This just happened to my sim for the first time, i am horrified.
It's a great franchise for equality, LGBTQ+, diversity in neighbourhoods etc and i love that.
It doesn't really fit with domestic or street violence. My female sim was attacked randomly by a male townie outside her windenberg lot.

There are a couple of things that could cause this that I can think of:
1. The "Neighborhood Brawl" holiday.
2. The "Roughhousing Encouraged" Neighborhood Action Plan.
If you have Eco Lifestyle and it's not the Neighborhood Brawl holiday, you might have that NAP active. If you have testing cheats enabled you can cheat to remove it by shift-clicking the mailbox. If you don't, you can get it repealed through gameplay.

I am horrified by the sims in Wittenburg, a German-themed town. Having lived in Germany a third of my life, I can say for a fact this would not happen there. They would be horrified by this and tell you in no uncertain terms what you're doing wrong by allowing this.
In the last IRL three days of playing, my sim has just stopped whatever he's doing and run out to the street and attacked total strangers for no reason at all. NAP is not in effect, no club issues as I haven't wanted to deal with it.
Having heard the stories on this and other threads, it's an embarrassment your game is allowing this and everyone at EA and Maxis should be mortified their game is showing people this behavior. Since the threads about this problem go back 3.5 years at this point that I've seen, EA and Maxis are more interested in making money with more content than fixing this issue. Your game is making money off of the bully culture.

There was a post explaining the exact coding line which I can try and find (unless it was deleted, or archived).
