No "ask to be BFF" option even with max friendship - tried on several sims

What expansions, game packs, and stuff packs do you have installed? University, City Living, Paranormal, Cottage Living, Dine Out, Outdoor Retreat, Laundry Day
Steps: How can we find the bug ourselves? Whenever I try to "Ask to be BFF" the option does not appear even if the friendship bar is all the way green. Have tried with 3 sims, none of which had an existing BFF.
What happens when the bug occurs? Ask to be BFF does not appear
What do you expect to see? The option to "ask to be BFF" should be there.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I have tried to get this to work several times in different neighborhoods, with different sims, etc. Doing this with an adult sim who lives alone. I have been playing the sims forever and have never had this problem.
