I am one of those having issues with graduation ceremonies in Discover University. Basically, not all my sims are going into the grad ceremony while playing multiple sims - and are thus not receiving their much-coveted grad pic. They all did receive their diplomas though.
Details: Am playing a household of 5 sims - all friends, living together off-campus, and all attending the same university. They all enrolled and attended together and worked very hard juggling for to get them all their A+. Grad day came and the calendar showed their events 20 mins apart. They did all arrived at the Uni, but when ceremony started only 3 entered along with other NPC's that were there. When clicking to send the other 2 in it looked like something blocked their way animation. So the 2 were stuck outside (with a few other NPC's) and missed the ceremony. When I checked their inventories after the ceremony was over only 3 that went in got their grad photos and the 2 stuck outside didn't. Everyone got their diplomas though. I reloaded a previous save (as I really wanted the pics for my walls) and this happened again, but this time with 3 different sims from the previous try. I had something similar happen in my game, but I found a workaround.
I often play university in generations, aka wait until I have eight teens ready to go to the university, then they move in together as an eight-person household and enroll. This time I was even smart enough to enroll Foxbury sims (5) a day earlier than UBrite sims 🏀, so I could attend all the graduation ceremonies.
At the Foxbury graduation I ran into the following problem: there were five played sims of mine present, all graduating and enthusing before entering. And then there were non-played sims that the game always spawns to make sure no sim graduates alone. The problem seems to be that with five played sims, the game spawned too many of these extra sims, resulting into 14 sims about to graduate.
Which seemed to result into the graduation building becoming 'full', and leaving two of my played sims outside with 'can't route to it' complaint thought bubble when told to attend graduation. When the lucky few who did manage to get in appeared again to throw the caps, the ones outside did that too, so at least the hats were not stuck. The graduation photos however appeared only in the inventories of those who were inside the building.
So I loaded and tried again. This time even worse luck, only two of my played sims managed to get into the building before it filled up. So this time I did Reset Object on the graduation building, which popped out all the sims, played and unplayed. Then I quickly told my played sims to attend graduation and all of them managed to be in the crowd that got into the building, and after a while they all appeared to throw their hats and with the graduation photographs in their inventory.
This is of course just a workaround on what to do if there's too many non-played sims filling up the graduation building, and the real fix would be a check-up on how many sims there'll be in total, instead of spawning 1-2 per played sim, which is what seems to be happening now. Or removing usage-limit from the buildings.
The diplomas of course arrived at 6pm in magical mail, aka message pop-up and just appearing in the inventory, diplomas have never had anything to do with the graduation ceremony. The graduation ceremony is important only for the graduation photos.
