Also having this issue. Once the Sim had both, then the portrait disappeared after moving and now a Sim has the portrait but no diploma. I restarted the game and tried again since I saved before the ceremony. Lovely! 😞

This issue has plagued me for some time. Today I finally discovered a process that produced graduation photos for my six people who were graduating together. First, I shift-clicked on the graduation building and selected Reset Object. Then, with each sim selected in turn, I clicked on the same building and chose Attend Graduation Ceremony. Finally, after many attempts trying other strategies, they all attended and received their graduation photos.
That is an interesting workaround! I would be able to do this on console only with Saves I enable cheats for. The others will disable trophies even if I never do a cheat for gameplay. It’s upsetting how limited console is even with things within the game code!
