They are out of season. You will need to wait until they are in season again.
Unfortunately it is not the reason. I have plants that I'm not able to evolve for several sim years now, also plants that are currently in season, ready to evolve but still no Evolve button.
Also, it never worked that way - the moment a plant sparkled, I was able to evolve it if it was in season or not.

Both images say out of season. If you have problems with plants that are in season remove your mods especially gardening mods and test in a new game.
You are right that this is a new thing to prevent plants from sometimes reverting to the just planted stage. Instead they now retain their grown state but interactions become greyed out until they are again in season. That change broke every gardening mod out there. Some have been updated to work again.
