No kids in parks

How often does the bug occur? Every time (100%)

Steps: How can we find the bug ourselves? Load into park and play for a little while
What happens when the bug occurs? Since Lovestruck, parks have been filled with only adult sims who come to watch the sky with their partner. There are rarely any children in the parks anymore.
What do you expect to see? Children in the parks and less couples watching the sky endlessly.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

I just want my kid sims to be able to make friends, but can't do that with so many kids in the parks. I've tried this out in saves that are exclusively vanilla and on a laptop that is only vanilla as well.
