No one is celebrating birthday

Steps: How can we find the bug ourselves? Just throw a party for a sim and have them blow the candles on the cake.
What happens when the bug occurs? I’m not sure if this is a bug or not however in previous Sims games when a sims “blow candle” interaction all sims in the house will surround the birthday sim and blow horns and clap however in my game no one seems to care and still engage in other activities.
What do you expect to see? I expect for all sims including ones that have been invited(not living in the household) to surround the birthday sim to cheer and “celebrate” the birthday sim. Again maybe I’m clicking something wrong however in previous sims game it was automatic.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
