Steps: How can we find the bug ourselves? There is no way to set it up. I have done all the steps recommended in old posts: cleared cache, removed localthumbnailcache, repaired, checked all NAPS, checked the traits of the offending Sims, Brawl Day has been long removed from the calendar. I didn't find a report about this that was less than three years old.
What happens when the bug occurs? Random Sims hanging out, one Sim decides to fight.
What do you expect to see? Unless there is a NAP (roughhousing) or a Brawl Day active, I expect Sims to not start fighting out of the blue.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

To be sure, or you it's NPCs only as well and you're also not playing in Windenburg ?
