Off the grid lot with Windmill and Solar Panels produce no electricity{tl lot}

mine generate a tiny tiny amount of electricity despite having 6 panels! when I quit the game to main menu, and reloaded back the game, it generates 40+ , then the next day it drops to 5+. I have to quit the game and reload the game every single day for the electricity to generate at the right level (40+).
