One sim in household won't use the grill

Steps: How can we find the bug ourselves? Unsure -- it's one sim with a problem that no other sims in the household have
What happens when the bug occurs? One sim in the household cannot use the grill. I give him the action and it does not pop up in his queue.
What do you expect to see? The sim going and using the grill.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I have tried to troubleshoot by doing the following:
1) Reset sim
2) Rest object
3) Buy a new grill
4) Buy a new type of grill
5) Make sure nothing is on or around the grill that may be blocking it
6) Had another sim use the grill and there were no problems
He has the culinary career. The lot has the following traits: gremlins, volcanic activity, off-the-grid, oceanic paradise. He is on the Key Point lot in Sulani. This may have started occurring after the most recent game patch but I am not sure.
