I have also had this happen multiple times, always seemingly random. It last happened yesterday. I was building on the 50x50 lot in Granite Falls (Granite Falls Forest, I believe). This bug has occurred in residential lots in other worlds, as well, not just rental lots in vacation worlds. I had already built on the lot, saved, left the game, and was coming back to continue. I had done this a couple times before without issue. I was doing some decorating and tried to use the dropper tool to copy the wallpaper and the walls were no longer clickable. The only way I could get them to work again was to completely exit the game (I tried to go to the main menu and come back, first, and that didn't work).
Currently, I have all the packs and NO cc or mods. I'm on a PC and use Windows 10. My game is updated to date. This glitch has happened before, but I can't recall if it was before or after Tiny Living came out (the most recent pack to come out).

@NelsBuilds @abbygirl144 If you had Mods or CC and removed them, did you also delete the localthumbnailcache.package file in your 'The Sims 4' folder, then run a game repair [ Open Origin, click 'Game Library' then right-click Sims 4 > Repair Game ]? If not, please try this and see if it helps.
Can you please provide screenshots of your issue when it occurs, and perhaps share the build to the gallery and share the information here for download so I can test in my game? Alternately you could share a game save file here or DM it to me:

I have had this happen on a computer that never had mods and I have repaired my game recently. The next time this happens, I'll take some screenshots/video to upload and I can put the build on the gallery later today.

We've merged a bunch of threads reporting this issue together. It would be good to try and come up with the steps leading to this.
For those experiencing it:
- Is your issue affecting just walls, just wallpapers or both?
- Which specific lots is this happening on? Could you list them?
- When it happens is there anything unusual about the appearance of the lot in the map view? Is it a slightly different colour to the rest of the lots or just looks a bit off?
- Can you remember what you were specifically doing before it happened? Was there a sim on the lot or were you just building? Had you just flicked from live mode into build mode? Had you been using a specific build tool at the time?
- Are you using any Mods that may alter the behaviour of the Maxis build tools or add additional functionality?
