I had this same problem and I had to look through all of my mod's folder to find the issue. For me it was the "Child can be Carried by Adults and Child can care for Toddlers MOD". The creator said that the mod had stopped working after the infants update and she hasn't updated it since. I hope this helps anyone who needs it 🙂
