What expansions, game packs, and stuff packs do you have installed? All expansions except university and eco lifestyle. All game packs except Batuu and dream home Stuff packs owned: nifty knitting, tiny living, my first pet, toddlers vintage glamour, kids room, romantic garden, perfect patio
Steps: How can we find the bug ourselves? Create a toddler or kid sims in CAS. Give them the new black hair. Exit and play with the sim. Most of the time their hair changes from the new black to red or blonde.
What happens when the bug occurs? I choose the new black swatch for the kids or toddlers to use. When I exit CAS, in live mode they have blonde or black hair. I've tested with multiple hairs and it happens with most. Especially with snowy escape hairs. I've not tested on teens, but it also happens with adults. I've tested with and without my mods and it still happens.
What do you expect to see? I expect my toddlers and kids to have the hair color I chose for them.

It happens with me and the new black hair swatch as well on my toddler. Im glad I'm not the only one. I thought it was something wrong with my game even though I was just using base game hair.
