i did look it up but im not sure if they're the same, the other one has floating things but i think the problem with mine is that the rest of the building is gone underneath the penthouse/the whole lot is floating. i dmed you the save, thank you

Currently having the same problem with the Torendi penthouse. I bulldozed it and the bottom is half gone. 
Let me know if you find a fix please 🙏
