Steps: How can we find the bug ourselves? By playing in any worlds with integrated planters (communal planters). I have been playing in Moonwood Mill recently and Hendford-on-Bagley and both place does it.
What happens when the bug occurs? First of all, random NPC will plants fruits/veg/herbs, they grow and sometime when the season is passed, the plant disappear to dirt pile, and the harvestables are stuck in the air, there is an option to eat them, but your sim cant do it, also I believe there was no option to collect harvestables in the first place. When you try to clear the dirt pile off, by selecting unroot plant, it will work, but then another NPC try to plant something else, and there start the festivals of pop-ups indicating you that a spicy mushroom could not be planted over and over and over, until you get tired and right click on the npc to reset him, so he can vacate to something else. I noticed the notification problem only in Hendford on Bagley though, because thats the only place where I unrooted plants. It seems to be the creatures keeper who does that all the time.
What do you expect to see? Normal functioning planters, where we can harvest plants, unroot them, evolve them and mostly, not seeing a pile of dirt with floating harvestables not harvestabled. And finally not having a sim planting in loop when its not working.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I play from a very far remote place in the world, so I had a update in August but then nothing since then.
I noticed this when Cottage Living first released, though have mostly avoided it in Moonwood Mill simply because I now know better than to uproot plants in public planters - I'm just stuck with whatever the NPCs first put there.
It's like the plants don't get fully removed and so block NPCs from planting - but still indicate to NPCs that there's an open spot so they just keep trying.
