Please try to repair the game in Origin.
After you move the Mods folder to the Desktop delete localthumbcache.package and then test with a new game.
[CM Edit: removed excessive allcaps]I told you this had nothing to do with mods and today I fixed it! So hang your head in shame for not considering it could be anything else in the world.
To everyone else:
As mentioned before I was playing a generational game SO after 17 generations nobody lived in any of the worlds. This expansion pack requires you to fill the empty homes with sims you make or download so that you have clients. Selecting "Fill empty homes" from the options menu does nothing at all. After I added 1-2 households into every game world my gigs showed up like they are supposed to. So if you are having this problem make sure that you haven't been playing so long that all your sims died out. You're welcome <3
