I just experienced this bug last night while trying to build on the 50x50 lot in Newcrest. I have every Stuff, Game, and Expansion pack except Get Famous right now. The rooms on the first floor have invisible ceilings just as you describe. I can select the room and go up one level to see the yellow outline and when I click that it only gives me the option to "Remove ceiling". That means the room supposedly has a ceiling. This goes further than a simple render glitch though. I found that I cannot place any object on top of rooms with the invisible ceiling. I tried to place a flat square room on top of the invisible ceiling room and it wouldn't let me. I then found if I placed the upper room on the corner of the lower room so it was sitting on the walls then I could place the room. Then if I pull and stretch the upper room so it matches the dimensions of the lower room the floor disappears! I also could not place any object on that upper room. I then tried placing a fully enclosed square room on top of the lower room with the invisible ceiling and it wouldn't let me. Once again, if I placed it on a corner where two walls meet it would let me place the enclosed room on top of the lower invisible ceiling room. But, when I reshaped the upper room to match the lower room the floor disappeared and I could not place any object in that room. Anything I tried to place in that upper room just got placed in the room below it.
I don't recall having this issue before the emergency patch that fixed the CAS aging. Maybe there needs to be an emergency patch for the emergency patch since this glitch pretty much breaks building anything more than a one story house.

Okay, folks, sorry I wasn't able to get back to this one for a while. You've given me more information to go on, so I'll get to testing and see if I can duplicate it now. Thanks!

OK I'm extremely new to all this so sorry in advance if I'm doing this wrong. I'm a new to sims in general, so yeah...anyways I've experienced this bug in the past when I first started playing about a year ago almost I was in brindleton bay building on hounds end when it first happened out of frustration I stopped playing and later on just made a new game, I ended up deleting that save file. Never experienced the issue again until today when I built on that same lot (today's date October 30th 2019) I have the most recent update and all the major expansions, and game packs aside from 4 stuff packs (bowling, toddler, kid, and ice cream) so I think I figured out what caused the issue for me I had a glass roof on my greenhouse bottom floor, essentially it makes the rest of the lot act like all of the roofs/balcony floors act like they have clear roofs when they dont. I tried moving lots to see if that would fix it but it didn't alas I had to remove the glass roof and the issue stopped.

I've pressed "Me Too" because I have the same issue on The Pinnacles lot in Del Sol Valley. On at least one floor, the ceiling is invisible from the inside of the room. I saw Crin's note about glass roofs. There are glass roofs on the lot, in the glasshouse. I tried removing those and instantly the invisible ceiling disappeared / the ceiling became visible as expected.
Interesting to note this has been an active bug for over a year. I'm on version 1.59.73.1020.
