This has now happened in multiple saves, removed all mods so I know it's not a mod issue now as it was still happening. I have the environmental effects turned off in the options but my neighbourhood in Oasis Springs keeps becoming industrial even when I have it turned off. If I toggle the setting it turns off for a little while but then comes back after a short while of playing again.
Hi there @SquishyPalaRogue I have issues with this happening too. There are a couple of open bug reports here for you to take a look at. I have both. You can click Me Too on the first post on the appropriate bug report and add a reply if you'd like to do so, you should be prompted with a bug template to complete with your information.

I keep toggling it on and off in Game Options and sometimes that helps. Sometimes it helps to vote in some green NAPs and to add things like solar panels and loads of plants that boost the footprint, even though the footprint shouldn't matter. But the biggest trigger for me is having fires lit in the home, fireplaces with lit fires along with candles that carry a footprint indicator. Even though they shouldn't be having an effect they do. It's a really frustrating problem. I find that some worlds/neighbourhoods are affected more than others.
