I know for sure you can't repeal/vote outside of your own neighborhood, unfortunately. I tried that, as well. I'm not sure why, but mine is working properly now, but only in the neighborhood I live in.

I used cheats to get the household/business money, the household is in another area map from the business and I toggled the "NPCs can vote on NAP" option while trying to get a repeal through. I tried with different sims in the same household and after rebooting the game but it still consumes 10 influence points every time.
@1BlessedNonniI was afraid that might be the case, but unfortunately it still consumes the Influence Points no matter what neighborhood I'm in, so the game seems to think it's possible regardless. Not that I'm currently using them for anything since the NPCs voted in max NAPs and I cant repeal any of them, but even in their home neighborhood my sims are powerless to stop this. I have tried at least one other nap repeal to the same effect even though the nationwide "sharing is caring" act is giving me the most problems.
EDIT: Alright my game has also inexplicably started functioning normal again. No idea what changed.
