I'm having this too. I got tired of random sims coming for a scare on my lot so I removed the lot trait.
Now I get the specific ghostly bored moodlet sometimes when I load into the game. The sim wasn't even doing anything. Also when I move them to another lot the moodlet just comes up. while the new lot never had the trait or any other.
I've repaired the game and refreshed the sims 4 documents file. Still there.
Having the same issues. However, I didn't even add it to the lot, only earned this lot type from the rewards while playing with this househould. Especially the younger person got the bored-moodlet quite often.
The Scare Seeker lot challenge is not a lot trait and can not be gotten from the Rewards store. It is part of the Grim Reaper event that is currently going on.

My sims occasionally gets a bored moodlet from not being scared by the challenge that seems to work as intended. I keep it on because of the gifts I get from random people as thanks for the scare.
