Hey,
So I happen to have made a lot in the past that now causes this issue (Rounded villa basegame). I can confirm it was made using MOO, but no TOOL was involved. Placing this item from my library in manage worlds view leads to endless loading.
The 'defective' item in this case was a planter that did not intersect any other item (hovering the sledgehammer over it with MOO off only selected said planter). As you can see however from the included screenshot, several items highlighted when I hovered over the rounded platform part.
New info: either removing the planter OR the rounded platform (MOO on so nothing else would be deleted) and then saving the lot to my library would fix this endless loading issue when placing from manage worlds.
So far I've been unable to find a 'fix' to get rid of the faulty lot once placed if someone happens to save their game.
Noticed I didn't include the selecting platform screenshot, woops!
Also, I could fix a 'glitched placed lot' in a save game by going into the lot (fingers crossed it actually loads of course), removing the culprit item, saving the game and then force exiting the eternal loading screen when exiting the lot. Reloading the game and the lot without the culprit item in it (it was saved after all) also fixes the issues it had with the lot.

Yep. For me it was removing a debug wall piece placed using MOO over a fence that fixed it on a Lot I was testing. There seem to be no specific trigger objects although debug items do appear to be involved in the majority of Lots tested.
