I have the same problem, I'm using PlumbobKingdom's save file, also I have a lot of mods and cc. At first, I realized I have the same problem while trying to replace Celebrazioni d'Amore lot, my game will just endlessly load without finishing the build. Also my game crashed when I tried to visit the place with a sim. I fixed Celebrazioni d'Amore lot by deleting the whole lot manually, using the hammer instead of bulldoze, using bulldoze prevented me from building walls and when exiting the lot the same endless loading will occur.
So,
for Celebrazioni d'Amore lot:
- Delete all items in lot using hammer.
- Add a new save before exiting the clean lot.
- Load new save, place a build from gallery or build anything new.
for Baia dell'Amore lot:
- Place an empty lot from gallery from manage worlds mode.
- Place a new build or build anything new.
for Magnolia Blossom lot:
- Load a nearby lot using build mode.
- Load Magnolia Blossom lot.
- Delete all items in lot using hammer.
- Add a new save before exiting the clean lot.
- Load new save, place a build from gallery or build anything new.
I didn't remove my mods/cc for this. I also want to comment that even though I "fixed" the lots, if I tried to place the same builds from PlumbobKingdom's gallery, my game would crash. I don't know if the problem is just with those specific builds, or the lots, or with the game/mods/cc. But maybe this info might be useful for somebody with the same problem.
I`ve been avoiding PlumbobKingdom`s lots because of this exact same issue.
Their buildings are amazing but they have SO MUCH stuff and debug items that the game cannot handle, so it crashes.
It`s not about the PC`s power because I have a machine gun for games and the game still crashes. But The Sims 4 core design is not prepared to deal with this amount of data and memory reading ☹️
I almost lost a whole new save file for one of their lots and I don`t want to give a chance for the bad luck 😳
