Food Stalls at Mt. Komorebi Festivals won’t be closing shop randomly during Festival hours anymore. <guitar and piano intro> Closing time, open all the Stalls and eat all the food in the world…Closing time, turn all the lights on and let Yamachan greet you heeeere…

The stalls during festivals are now open. I still can’t access the normal stalls on the mountain in Mt Komorebi, but the other worlds are fine.

The most recent festival I had was the kids one in snowy escape and it didn't even appear, it said it was currently on but when I was at the location nothing was set up, it's a recent bug.
I am still experiencing issues with vendors in Mount Komorebi, they never seem to show up, and it is especially disappointing during festivals. I have some food stalls around the worlds that I have never seen open (there's one in Conifer Station that I've never seen open, and one in the Foxbury institute neighbourhood), I actually thought they were just decorations.
I have tried accessing food stalls during a few other (City Living) festivals, but the lack of vendors seem to affect only the new festivals that came with Snowy Escape.
I removed all of my mods and followed the troubleshooting guide but the issue still persists.
@ultragroteskt You mentioned a food stall in Conifer Station that never opens. I'm having a similar problem in Conifer Station. The stall is actually open but the curtains are still closed, so it looks closed. I can still buy food and do other interactions by clicking on the back of the stall (most reliable area for clicking). I can also see the vendor and interact with her by zooming in all the way and then slowly moving the camera until my pov is inside the stall.
As I look at that stall I'm noticing that some of the roof tiles are blue and other tiles are brown, and the two sections have slightly different alignment, so I'm suspecting I have an out-of-season stall that didn't despawn overlapping and interfering with the current stall. It's currently winter, so the other stall was probably fall.
Had the same problem with Conifer Stations stalls stacking as @Sketch793 . Now the food stalls have stoped appearing at all, leaving the vendors to idle around until it's time for them to leave. The only time I notice the Mt. Komorebi stalls (as well as the stalls in other worlds with extreme weather) not opening is when it's really cold. I've always assumed this was intended.
I notice that there is a food stall near the Equestrian Center in Chestnut Ridge that never seems to open. I have not noticed any vendors nearby.
