[OPEN] Food stalls always closed in several hoods/lots

I've started playing in Mt. Komorebi lately and I can't see any food stall vendors if there isn't a festival going. A good example would be that food stall that is next to the bar that comes with the pack (Izakaya Ippai...? or something?). My sims live in that neighbourhood and would be nice to get some easy take-out food from the stall sometimes but no one ever shows up to tend that stall.
