I'm still having this problem as well. The only stall that seems to work is the one in Sulani. Stalls in other worlds remain closed and I can't seem to hire them on a community lot either (I get a notification that a vendor has been hired, but they never show up).
Really wish this could be figured out, because the worlds seem kind of lonely and empty without open stalls attracting sims to try different cuisines...
I stuck a stall down on two different community lots. One opened just fine (in a park in Evergreen) and the other (in the park in Willow Creek) is always closed. Any ideas of what to do?
@TheWolfwere Is it really a park in Evergreen Harbor or a Community Space? I noticed the stalls on Community Spaces do open, meanwhile stalls on other lot types never do (on their own). I don't know why or if it's a bug, just what I see in my game.
You might be right and it's not a park in Evergreen. That's kind of annoying. I'd like to have food stalls in the parks.
