Same issue in my game - the market/food stalls in Mt. Komorebi simply do not work. At all.
I have repaired the game. I have done a full factory reset. I have completely uninstalled and reinstalled the base game and the nearly 50 DLC packs I own...and even after all of that, the food stalls in Mt. Komorebi remain closed at festivals AND when festivals are not occurring. The vendors never show up to open the stalls.
At first, I was having a problem with the market stalls in Mt. Komorebi being produce stands instead of actual food stands/market stalls.
Even though that problem was ONLY happening in Mt. Komorebi and NOT in ANY other worlds, because that specific problem was determined to be mod related, I removed all mods, started a brand new game, and completely rebuilt my entire multi-generational save from the ground up...and then, for good measure, I ran a repair, a factory reset, and uninstalled/reinstalled everything yet again.
Because I've been playing my save for several years and have over 100 characters and hundreds of my own builds, rebuilding my save took months...but I did it, in what turned out to be a futile attempt to fix the broken world of Mt. Komorebi (and I say broken world instead of simply saying broken food stalls, because in addition to food stalls being broken, hiking (in BOTH areas where hiking is supposed to be possible) and building snow pals are also broken, and sims vanish after riding a sled down the Bunny Slope. The only things that actually work in Mt. Komorebi are skiing and snowboarding. Literally everything else is broken.)
Now, after completely rebuilding my save, the food stalls in Mt. Komorebi are permanently closed and do not work at all. My sims are at the Festival of Snow right now. Both of the food stalls at that festival are closed. My sims stayed for the duration of the festival. The vendors never showed up to open the stalls.
Ironically, the only time I've EVER seen those stalls open was in my old save, when they were "broken" by mods that made them produce stands instead of market stalls.
