[OPEN] Game 'freezes' occasionally when opening in-game menus

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Rarely (0% - 9%)
What is your current game version number? 1.86.166.1030
What expansions, game packs, and stuff packs do you have installed? All packs except for: Bust the dust, country kitchen, courtyard oasis, decor to the max, fashion street, incheon arrivals, modern menswear
Steps: How can we find the bug ourselves? I am not sure if there are any steps per-say, but it happens rarely when I try do something that'd open a menu, IE ordering food, etc.
What happens when the bug occurs? The game keeps running and pauses but has the blue filter over everything, like you would when a selectable menu opens.
What do you expect to see? I expect a menu to open, but they don't.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Basically what I see when this issue happens. I can do nothing to fix it.

    This happens to me as well. Not all of the time but once in a while. My sim will choose "cook with" and I can choose the sim but when it opens to the meal I get a gray overlay on the screen. I will attempt to include a screenshot. I have no mods or cc in my game.

    @rmsimmer Going to merge this with the grey overlay freeze on opening menus.

    Probably same issue with opening the menus.

    This just happened when Mmmy daughter went to adopt a pet. Alt-f4 says "Cannot Save" "The game is currently in a state where saving isn't possible.

    This is a big issue especially with stoves and ovens and also increasingly the computer. There's just too many options for the game to load all at once, and some menus either take 10+ seconds to load or they just freeze.

    I've got a sim gaming computer, and it can't easily handle clicking on the oven with a sim that has level 10 cooking, gourmet cooking, and herbalism. Add in baking and the Cottage Living canning skill and it's a recipe for disaster for players with worse hardware.

    I don't know how feasible it would be to change the loading behavior of things like this at this point of the game, but this is 100% going to cause more and more issues if more recipes and skills and computer interactions get added.
