Same issue here, it's really frustrating as I'm trying to do a bunker legacy who never go above ground, but after finding this I had to make an above ground room just to practice standing.

I'm seeing this as well, how did they manage to get this bug in the game I don't know. But it needs to go.

Till the bug is fixed all my infants are going to be neglected and left in the basement crying alone, will just put Forever Full trait onto them and call it a day, if we can't even interact with them.
