[OPEN] [GRO] Cannot practice standing/Tummy Time in basements

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.98.127.1030
What expansions, game packs, and stuff packs do you have installed? all but bust the dust is disabled
Steps: How can we find the bug ourselves? try to practice standing with an infant in a basement
What happens when the bug occurs? the adult sim will pick up the infant, then put it down and wave their hand in the air that they cannot do it
What do you expect to see? I expect to be able to practice standing on any level of my home
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. May 30th

    Yes my lot does have platforms.  It has a platformed 1st level, and then the basement access is a ladder down from the platform to the basement.
