@kookiekween99 I'm starting to think the same thing. I've never gotten the pull to stand milestone for any of my infants. The most recent one I was determined to get it and started practicing standing with them all the time - nothing. Except. The last several times they practiced standing, everyone would freeze for a moment after while the infant thought about chairs. Since this was a somewhat rags-to-riches story, there wasn't really a couch or lounge chair in the house and no chairs at all in the nursery.
Thinking back, my richer infants never really practiced standing near chairs either - because after all the trouble I had with crawling, I was trying to make sure they had enough open space for the action not to cancel.

Update, some months later: Yes, it's the availability of a chair. I've had several infants get this milestone now. You need to have a rocking chair or living room chair right near the infant or they don't get the pull-to-stand. It might work with a dining chair, but only if it's not attached to a table or desk. I've never seen it work with a dining chair myself.
No chair within a square of the infant? No milestone.
