I have the same problem. I have tried to cheat the movement skill down but it doesn’t work. Can someone please help? Thanks!

you have to lower and then raise skill level
stats.set_skill_level Skill_Toddler_Movement (1-5)
sometimes lowering it to 4 and back to 5 works. othertimes you'll have to lower it all the way to 1 and back to 5. myself, to cover all bases, i lower to 1 and raise it through each 2, 3, 4, 5, before exiting the cheat box and it'll trigger the Milestone.
