Having this issue too. I haven't tried cheating the skill back down and back up again yet. The Toddler in question has the running milestone and milestones for other maxed skills, but Movement didn't complete. She's been missing the milestone for a while, I just didn't notice until a while after, so this issue might have started a few patches ago.
