    I had a similar problem initially (placed the treehouse at the WIllow Creek park) but the treehouse loaded properly once I travelled elsewhere and reloaded into the lot.

I can confirm that I'm seeing the same thing. I placed a treehouse on the Oasis Springs park lot and when my sims finished building it the usual options for a completed treehouse are there, but they can't do them and the treehouse only looks partially built. This is in a mod (and cc) free save. I have all the packs but Modern Menswear and my game version is PC 1.96.397.1020.
