@Darkdani81 There is a known issue if the suspect is a police officer themselves. Hence the question if you can find out what career she has.

You should be able to reset the case via cheat menu.
Use testing cheats and then there should be a menu on the sim for the detective career. This way you can get a new case.- 6 years ago
Was able to lift the glitch by quitting and re-entering my career. Mind you I don't use cheats, so I may not have been looking in the wrong place but the only detective cheat that was available was demotion and promotion. Both of which I tried without results-- well other then embarrassing my sim.

[Workaround Solution]
- become good friends with the sim
- convince the sim to change their career (chat with the sim -> friendly -> Deep Thoughts -> Ask to pursue their dream job)
- now you can successfully arrest
They will probably refuse to change their career from the first try. Third time was the charm for me
