I tried your save game and could not see any blinking. Did you try it since the patch ?

The sims twinkle or blinking when I remove the round roof ( platform tool ) and I try put it back for that doesn't see these interior lights (the sun come through the window) Sorry, I don't know how to explain âšī¸

And then I try put it back for that doesn't see these interior lights, but when the light inside is normal, the sims start blinking. So you must remove the round roof to put a normal roof, for test , and when the lighting inside is normal you can see to the sims blinking inside of the bakery.
Normal indoor illumination, the sims blinking but only before 9:00pm

My sims twinkle at night even without any windows if there is a burning fireplace in the room and I move my mouse. Not sure if its the same bug but what it seems to be is the graphics reset as the mouse is moving, as if the various fire lighting phases are being cycled through as the mouse moves. As I said before, may not be the same issue as yours is with a window instead of a fireplace but could be why the flickering is happening, with various light phases being cycled through. In my case, the flickering stops when I stop moving the mouse or remove the fireplace. This is not a big issue for me but have included it in case it provides a clue for the before mentioned issue.
Edit, I forgot to mention, I noticed this while the game was paused as well as if running.

I haven't really noticed it any more, but I have a new video card and that may have changed things. I tried getting things to twinkle as before but it doesn't seem to be happening. Keeping fingers crossed that the issue has been resolved.

Are you set to 64 bit or 32 bit @Ethyrdude? It's definitely happening with 64 bit in my game (graphics card is NVidia GTX 980 Ti). It may not be happening with 32 bit; I will have to check and edit this later.
Edit: it's happening for me on 32 bit as well. The area of effect is not as large as it used to be; my sim has to be positioned in some very specific spots, whereas I think before it was really obvious, wherever you had them.

I have the 64 bit version and I'm using a GTX 750. I tried it with and without roofs and I am not seeing the blinking any more. I used to have the flashing mostly in places that had fireplaces and if I moved the mouse around the room without touching individual sims, some of them would flash. I tried visiting the retail stores both in the daytime and at night, with and without roofs but I am not getting the same effect any more. I even tried visiting with aliens as I noticed in the video, the alien skins seemed to flash more. The aliens did not flash either.

Well, I'm glad it's fixed for you @Ethyrdude. May be a difference in our graphics cards/drivers/settings - who knows. A lot of people that had this issue were able to alleviate it by switching to 32 bit - that just didn't work for me.
