I am using mods but I took them all out and it didn't help.
I'm having this issue too. I designed an outfit at the thrift store, and then it wouldn't let me wear it so I couldn't promote it or anything. It also still shows as locked in CAS so I can't wear it. I was trying to create a wardrobe for my sim that was strictly items bought from the thrift store. I had no mods or cc either. I've tried repairing the game, deleting all the caches, and nothing seems to help.
